David L. Glass is Special Counsel based in Hinman, Howard & Kattell’s White Plains office.  His practice focuses on advising banks and other financial institutions on regulatory matters.  With more than 30 years experience in every aspect of banking regulation, Mr. Glass has been recognized as “an acknowledged expert in the area of commercial banking law” (In re Apponline Inc., 396 BR 602, 608 (2003)).  He is rated ‘AV’ by Martindale & Hubbell for preeminent legal ability and highest ethical standards, and is listed in “New York Superlawyers” for 2015 as being in the top five percent of banking lawyers in New York, based on peer assessments. 

Throughout his career Mr. Glass has concentrated on advising banks on regulatory matters and representing them before the federal and state regulatory authorities on matters ranging from expansion applications to enforcement and compliance issues.  He currently serves as a senior adviser for the Macquarie Group, a diversified financial services company based in Sydney, Australia.  In that capacity, Mr. Glass advises management regarding the structuring of the Group’s US activities and oversees its regulatory relationships, primarily with the Federal Reserve and other banking regulators. 

Previously Mr. Glass was in law practice with Clifford Chance US LLP, one of the world’s largest law firms, where he was responsible for counselling domestic and international financial institution clients on matters ranging from the structuring of financial products and expansion proposals to regulatory compliance and enforcement actions.  He also has served as expert witness for the Federal Deposit Insurance Corporation and for a number of banks in litigations involving banking and bank regulatory matters.  In 2000 he served as a special advisor to the New York State Banking Department regarding the impact of the Gramm-Leach-Bliley Act on the Department and state-chartered banks.

From 1990 to 1997 Mr. Glass was General Counsel of the New York Bankers Association, the trade group for New York’s banking industry, where he was responsible for helping to shape the industry’s policy on federal and state banking law; working closely with the bank regulators on regulatory changes; and representing the New York banking industry in significant federal and state cases as party or amicus.  He began his career at the Federal Reserve Bank of New York, where at various times he served as a staff attorney, Chief of the Credit Analysis Division, and Assistant to the President.

Mr. Glass is co-author of Banking Regulation in the United States (Juris Publishing, 3d Ed. 2011) and is the editor of Savings Institutions: Mergers, Acquisitions and Conversions (Law Journal Press),the leading text in its field.  He has published and spoken extensively on bank regulatory law and related topics.  He is an adjunct professor of law at New York Law School and Pace University School of Law, where he has taught banking, international banking, payment systems and administrative law.  Mr. Glass served as Chair of the New York State Bar Association’s Business Law Section in 2007, and as Chair of the Association’s Banking Law Committee from 1998 to 2001 and from 2010 to 2013. He is Editor-in-Chief of the NYSBA Business Law Journal.  He is also a member of the Panel of Commercial Arbitrators of the American Arbitration Association. 

Mr. Glass holds the JD degree from Fordham Law School, the MBA from Stanford University and the BA from Amherst College.
